Over the years I have bought several free web hosting sites, where users can create and host their own websites at no cost. It was initially appealing to to think I can put ads on all the sites that webmasters create, but in the end it was not worth it. There were constant server problems due to programs/databases the webmasters would run, and there were also lots of hacking related problems. Plus, I would sometimes get complaints about the content of various pages. The ads on the sites were very very low paying and there was never a month where I made money from owning a free web hosting site. In the end I either sold or shutdown all the free web hosting sites that I bought.
Also, a few months ago, a business associate of mine bought a free web hosting site (even though I told him not to) and he sold it at a big loss after a month. The problem with it was that at the time he bought it, it was making $1000/month profit from affiliate commissions from webmasters who upgraded to paid hosting plans. But, it turns out the web hosting affiliate program had a much lower payout to free webhosting sites, and once they found out that was the type of site he owned, they cut his payout by 90% and he started losing money.
